Gender and Development
    Since the Classic Women and Development in the Third World was published over a decade ago, a new awareness of the importance of gender roles in development has grown. 
    DepEd Lucena supports the implementation of Gender and Development to eradicate subordination, marginalization, gender stereotyping and multiple burdens being experienced by women in society. We adhere to the idea that gender equality is a critical element in achieving decent work for all women and men, in order to effect social and institutional change that leads to sustainable development with equity and growth.
    We firmly believe that we, in the DepEd, have the power, knowledge, skills, resources to attain gender mainstreaming.

A.    International:
•    United Nations Convention on the Elimination of All Forms of Discrimination
•    Beijing Declaration and Platform for Action, 1995
•    International Conference on Population and Development
•    World Summit for Social Development
•    Millenium Development Goals.

B. Local
•    Philippine Constitution Article II, Section 14: The State recognizes the role of women in nation-building and shall ensure the fundamental equality before the law  of women and men.
•    Republic Act 7192: Instructs government agencies to ensure that women and men share equitably as agents and beneficiaries of development projects; allocates specific funds from Official Development Assistance for women’s concerns: gives women the capacity to act and enter into contracts in the same way that men can; allows women’s participation in certain area traditionally occupied exclusively or predominantly by men. 
•    RA 7525: Declares it unlawful for employees to discriminate against women workers with respect to the terms and conditions of employment; giving lesser pay to women; favoring men over women in the granting of promotions, training opportunities and scholarship grants.
•    GAD Budget Policy under GAA: General Appropriations Act directed government agencies to formulate and implement a GAD plan, the cost of which shall be at least 5% of the agency’s annual budget.
•    RA 9710: Planning, budgeting, monitoring and evaluation for GAD; gender audit and analysis of policies, programs, services and the situation of its clientele: generation and review of  sex-disaggregated data; consultation with gender/ women’s rights advocates and agency/ women clientele; GAD Budget:5% of the total Budget Appropriations; GAD Point; GAD data base.
